Six hours after the destruction of the S.I.A.R. HQ, a research and investigation team uncovered the only remaining part of Enigma after he self destructed: a single plate of armor. This insignificant piece of scrap-metal was shipped off to a top secret lab buried deep within an unspecified mountain range.
Arriving at the lab three hours after it was uncovered, scientists and researchers were amazed to find that the process of regeneration had already begun. Researchers were puzzled as to how such regeneration was possible from a completely inanimate and disconnected hunk of metal. The answer soon revealed itself, however.
Upon hooking the piece of metal up to electrodes and other sensors, the machines it was hooked up to were immediately sapped of their power as a surge of regeneration occurred on the armor plate. This prompted many experiments. The armor was blasted with lasers, torched with flame, and even simply left out in the sun for three days. At the end of each experiment, it was found that regeneration increased significantly when energy - energy of any kind - was applied to the hunk of armor. As such, the now half-formed right arm of Enigma was placed inside a capsule that continuously sent electrical pulses throughout the interior.
In a matter of three days after being placed in the capsule, with the electrical pulses speeding up regeneration at an exponential pace, Enigma was reborn. Yet S.I.A.R. didn't reactivate him, as such would be ridiculously foolish. Though he was clearly a devastatingly powerful weapon, S.I.A.R. has now witnessed first-hand the fundamental problem with his design: control. Such massive power would be quite impossible to maintain certain control over, and as such, Enigma lay in the capsule as the top scientists brooded over this problem as Dr. Wily, Dr. Raith, and Dr. Teron had before them.
At first it was suggested that they should open him up and remove his A.I. chip, allowing them to get rid of Dr. Raith's chip so they could insert their own. To their dismay, however, they found that Dr. Raith's chip had merged completely into Enigma, integrating itself into his systems so as to make that chip a permanent part of his programing.
This meant that the short, easy choice was no longer available...it would no be left to the long, hard option: actually going into his programing and altering it from it's very source. The first part of this arduous task was hacking into his programing.
Six full years pass with no real progress. As fate would have it, the very day that Project: Enigma was brought before a commission to determine whether or not is was worth continued funding, scientists succeeded in hacking into Enigma's programing. The project was given a green light to continue.
Over the course of ten more years, scientists made steady progress in learning about and understanding Enigma's programing. But the "higher-ups" were growing quite impatient. As such, the research part of the project was closed, and so began the modification. But modification without full understanding can lead to dire consequences.
Forced by their lack of knowledge to use a "plug-in/plug-out" method of reprogramming, the scientists working on Enigma simply cut out the programing linked to his more devastating abilities. For instance, his Psionic Vice was the first to go...the power to crush someone's mind on a mere whim was seen as being far too dangerous. That, along with pretty much all other weapons systems were removed. Instead, he was re-tooled into being an assassin. Though his weapons programing had been removed, in its place was put programing for the use of prototype beam saber. He was also granted a buster that fired Nerve Shots, pulses of energy that would overload the nerves and/or electrical systems of its target, rendering them completely paralyzed. The process of reprogramming Enigma would take years, only seeing final completion in the year 2065. As such, it was time for another test.
But such reckless tampering with his programing had taken its toll. Enigma was hooked into a capsule and plugged in for reactivation. As his systems powered up and his eyes slowly opened, the first thing Enigma would hear would be a cold, dark whisper...
